ESWACAA invites suitably qualified and experienced candidates to apply for the position of Airworthiness (AIR) Inspector tenable in the Flight Safety (OPS, AIR & PEL) Department under the Flight Safety Standards Division (FSSD). The position reports to the Chief Airworthiness (AIR) Inspector. The successful candidate will be stationed in Matsapha (ESWACAA Head Office) with frequent travel to air transport operators, clients and stakeholders.

Key Responsibilities
- Develop, revise, maintain, and effectively implement regulations, rules, and procedures for Airworthiness (AIR).
- Recommend amendments to Civil Aviation legislation to comply with national, regional, and ICAO requirements, and consult with stakeholders when directed.
- Assist in developing policies for the AIR safety oversight function and effectively execute the safety oversight programme.
- Conduct routine audits and inspections of commercial and general aviation operators’ maintenance controls. Maintain functional independence from air operators and control departmental costs.
- Participate in the issuance and amendment of AIR personnel licences, ratings, and approvals for aviation training organisations (ATOs).
- Manage training needs assessments, execute training plans, and maintain training records for internal safety oversight staff.
- Develop, implement, and maintain accessible technical guidance materials, including processes, procedures, checklists, and forms.
- Implement certification and surveillance programmes for AIR operations, approving and tracking aircraft maintenance programmes and operator SMS effectiveness.
- Issue and renew certificates of airworthiness, provide support for aircraft import/export and registration, and manage approvals for aircraft maintenance organisations (AMOs).
- Coordinate with flight operations inspectors to approve operators’ MELs and specific special operations authorisations (e.g., EDTO, PBN, RVSM).
- Participate in CAA and directed State investigations of flight safety incidents and accidents.
- Conduct directed self-assessments, implement Protocol Questions (PQs), maintain the State Aviation Activity Questionnaire (SAAQ), and compile compliance checklists to identify and file differences with ICAO.
- Align work processes with the FSSD Org Manual and quality standards, and assist in compiling monthly, quarterly, and annual activity reports.
- Maintain adherence to occupational health and safety laws, use personal protective equipment (PPE), and report environmental non-compliance.
Requirements
- Aircraft Maintenance Engineer (AME) License.
- Completed a Government Safety Inspector’s course in AIR.
- Completed ICAO Five Core Courses or equivalent for AIR Inspectors.
- Signed out CAA Inspector in AIR.
- Type-rated on the EMB-135/145 and/or the A340 aircraft series.
- Having been a Chief Inspector (Quality Control Officer) in an Approved Maintenance Organisation (AMO).
- Type-rated on a medium or large size jet aircraft.
- Five (5) years’ experience as an aircraft mechanic (engineer), of which at least two (2) years must have been involved in the release to service of aircraft.
- Full Aviation Security Clearance.
- Strong interpersonal skills
- Effective team player with high ethical standards, and absolute impartiality.
- Strong communication skills, audit techniques, project management, performance management, stakeholder management, safety/risk management, and quality management capabilities.
- Excellent knowledge of the Eswatini Civil Aviation Act, operating regulations, rules, and procedures.
- Strong working knowledge of ICAO’s functions, SARPs, and the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA).
- Understanding of the development of regulations and technical guidance material.
- Demonstrated technical competency in performing aircraft maintenance functions.
