Key Responsibilities
- Lead the development and execution of a structured change management strategy and plan for the GIYH implementation roadmap, aligned with the overall project plan and institutional context.
- Conduct change impact and readiness assessments across ministries and agencies to identify affected groups, change drivers, and potential resistance points.
- Map stakeholders, define sponsorship and change agent networks, and support mobilization of champions within Government.
- Design and oversee the implementation of a comprehensive communication and engagement plan (messages, channels, cadence) targeted at different stakeholder segments (senior leadership, middle management, frontline staff, citizens where relevant).
- Develop change related capacity building interventions (training plans, curricula, coaching approaches) to equip public officials to operate and support the new digital solutions and processes.
- Define and track adoption and usage metrics (KPIs), gather feedback, and adjust the change plan based on lessons learned and data.
- Identify and manage risks and resistance to change; advise leadership on mitigation actions and support them in visible sponsorship behaviours.
- Ensure that change management considerations are embedded in the implementation roadmap (phasing, resourcing, policy and process changes, incentives, and culture shift activities).
- Document change management tools, templates, and guidelines for reuse by Government, supporting long-term internalization of change capabilities.
- Change Management Strategy and Plan, aligned with the overall implementation roadmap, including stakeholder analysis, impact assessment, communication, training, and resistance management components.
- Stakeholder and Sponsorship Map, defining roles, responsibilities, and engagement approach for key actors across ministries and agencies.
- Communications and Engagement Toolkit (key messages, briefs, FAQs, presentations, newsletters, intranet content, etc.) tailored to different audiences.
- Capacity Building and Training Plan, including training needs analysis, curricula outlines, delivery approach (train the trainer, workshops, eLearning) and schedule.
- Change Readiness and Adoption Assessment Reports at key project milestones, with recommendations for course corrections.
- Inputs to the Implementation Roadmap and Final Report that explicitly address organizational change, culture and capability requirements, and sustainability measures (e.g. ongoing change governance, continuous improvement mechanisms).
- Knowledge Transfer Report and set of reusable change management templates and tools handed over to the client at project close.
Requirements
- Advanced degree in organizational development, business administration, HR, psychology, or related field; additional training or certification in change management (e.g. Prosci/ADKAR, ACMP, APMG, or similar) is desirable.
- At least 8-10 years’ experience leading complex organizational change initiatives, preferably in public sector or large institutions, with specific exposure to digital transformation or egovernment programs.
- Demonstrated experience designing and implementing structured change management strategies: impact assessments, stakeholder mapping, communications, training, and resistance management.
- Proven track record working alongside project managers and technical teams (ICT, cybersecurity, business process) to integrate change activities into overall project plans.
- Strong facilitation and coaching skills, including leading workshops, executive briefings, and skills transfer sessions for client teams.
- Excellent written and verbal communication skills in English; prior experience in Sub-Saharan Africa and/or government reform programs is an asset.
