ESWACAA invites suitably qualified and experienced candidates to apply for the position of Flight Operations (OPS) Inspector – Cabin Safety tenable in the Flight Safety (OPS, AIR & PEL) Department under the Flight Safety Standards Division (FSSD). The position reports to the Chief Flight Safety Inspector (OPS & PEL). The successful candidate will be stationed in Matsapha (ESWACAA Head Office) with frequent travel to air transport operators, clients and stakeholders.
1. JOB PURPOSE:
To maintain the effective implementation and continuous improvement of the Authority’s aviation safety strategy and Eswatini’s safety oversight system for Cabin Safety in the Commercial Air Transport Operations sector. The incumbent will ensure that associated policies, standards, rules, obligations, and requirements of Eswatini civil aviation legislation, ICAO SARPs, the State Safety Programme (SSP), and the National Aviation Safety Plan (NASP) are satisfactorily met or exceeded.

Key Responsibilities
- Develop, revise, maintain, and effectively implement regulations, rules, and procedures for Cabin Safety.
- Recommend amendments to Civil Aviation legislation to comply with national, regional, and ICAO requirements, and consult with relevant stakeholders.
- Effectively implement the work plan and safety oversight programme related to Cabin Safety.
- Maintain strict independence and separation of functions between the regulator and service providers, actively avoiding conflicts of interest while containing operational costs.
- Participate in the issuance and amendment of Cabin Crew personnel licences, ratings, and training approvals.
- Maintain and implement training records, training needs assessments, and training plans for Cabin Safety oversight personnel.
- Conduct regular inspections of approved training organisations (ATOs).
- Develop, maintain, and implement accessible technical guidance materials, including processes, procedures, checklists, and forms.
- Efficiently establish and disseminate safety-critical information to stakeholders.
- Review and approve air operators’ cabin emergency equipment and procedures.
- Implement certification and surveillance programmes, conducting en-route and in-flight cabin safety inspections for Commercial Air Transport Operations.
- Investigate violations, report significant deficiencies, and recommend enforcement action proposals or license suspensions in line with the Authority’s Enforcement Policy.
- Assist in drafting medium- and high-risk root cause analyses, mitigation measures, corrective action plans, and investigation Final Reports.
- Conduct self-assessments, implement Protocol Questions (PQs), maintain the State Aviation Activity Questionnaire (SAAQ), and complete compliance checklists to file differences with ICAO.
- Comply with safety, health, and environmental laws, utilize required personal protective equipment (PPE), and ensure all work matches the Authority’s quality standards and the FSSD Org Manual.
Requirements
- Be the holder of or have held a Commercial Cabin Crew License.
- Type-rated on the EMB-135/145 and/or the A340 aircraft series.
- Completed a Government Safety Inspector’s course in OPS.
- Completed ICAO Five Core Courses or equivalent for OPS Inspectors.
- Signed out CAA Inspector in OPS.
- Experience as a Cabin Crew Instructor or Designated Examiner.
- Type-rated on other medium or large size jet aircraft.
- A Diploma or Degree in a complementary field, such as hospitality.
- Five (5) years’ experience as a Cabin Crew Member for commercial civil or military operations, of which at least two (2) years must have been in an In-Charge Cabin Crew Member capacity.
- Full Aviation Security Clearance.
- Strong audit techniques, leadership, business communication, project management, performance management, stakeholder management, safety/risk management, and quality management capabilities.
- Excellent knowledge of the Eswatini Civil Aviation Act, operating regulations, rules, and procedures.
- Strong understanding of ICAO’s functions, SARPs, and the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA)
- Practical knowledge regarding the development of regulations and technical guidance material, alongside experience in technical training methods, visual aids, and training devices.
