1. Background: The Kingdom of Eswatini continues to face a complex and evolving disease burden characterized by a high prevalence of HIV, a persistent tuberculosis (TB) epidemic, and a growing burden of non-communicable diseases, alongside emerging priorities in viral hepatitis and sexually transmitted infections (STIs).
The country has achieved significant milestones in the HIV response, including attainment of the UNAIDS 95-95-95 targets, and has made notable progress in reducing mother-to-child transmission of HIV through the scale-up of lifelong antiretroviral therapy under the EMTCT programme. Despite these achievements, important gaps remain, including ongoing HIV transmission among adolescent girls and young women and other priority populations, late diagnosis, treatment interruptions, and suboptimal outcomes in specific sub-groups.
TB remains a leading cause of morbidity and mortality, particularly among people living with HIV, with challenges in case detection, treatment outcomes, and drug-resistant TB management.
At the same time, viral hepatitis and STIs represent under-recognized but important public health concerns, with limited surveillance data, gaps in integration within HIV and maternal health services, and missed opportunities for prevention, screening, and treatment. The epidemiological overlap between these conditions underscores the need for integrated, person-centred approaches to service delivery.
The health system is decentralized and supported by strong partnerships between the government, development partners, and implementing organizations.
Despite this, gaps in access to services, particularly between rural and urban populations, as well as gaps in laboratory systems, supply chain management, data use, and community-facility linkages continue to affect program performance.

Key Responsibilities
- Provide strategic guidance on the overall review framework, methodology, and approach
- Lead development and refinement of: Data collection tools, Interview guides, Facility assessment tools, Data synthesis templates
- Ensure alignment with national priorities, NSP targets, and global standards (WHO guidance)
- Support reviewer orientation and ensure clarity of roles across thematic teams
- Provide overall leadership to the multidisciplinary review team, including HIV, TB, PMTCT, community systems, Health systems, Laboratory, Supply chain, Quality, M&E, and finance experts.
- Ensure harmonization of approaches across thematic areas
- Provide technical oversight on: Epidemiological and programmatic assessments, Cascade analyses, Health systems and service integration assessments
- Ensure cross-cutting issues are adequately addressed, including: TB/HIV integration, Paediatric and adolescent services, Community systems, Data systems and use, Supply chain and laboratory systems
- Oversee implementation of facility and community-level assessments
- Ensure quality and consistency in: Key informant interviews, Focus group discussions, Data triangulation
- Provide real-time guidance to reviewers and troubleshoot emerging issues
- Lead the consolidation and synthesis of findings across all review components
- Ensure findings are: Evidence-based, Triangulated across data sources, Clearly linked to program performance gaps
- Develop prioritized, actionable, and cost-conscious recommendations
- Lead debriefing sessions with: MoH leadership, National TB, HIV, PMTCT program teams, Development partners and stakeholders
- Facilitate consensus-building on key findings and recommendations
- Present key messages in a clear, strategic, and policy-relevant manner
- Lead drafting and finalization of: Comprehensive Joint Program Review Report, Executive Summary and Policy Brief, Presentation for dissemination
- Ensure the report meets high technical and editorial standards
Requirements
- Advanced degree in Public Health, Medicine, Epidemiology, or related field
- At least 15 years of experience in HIV, TB, or health systems programming
- Previous experience of working with HIV and TB programs in Eswatini or similar settings within the Sub-Saharan African Region
- Proven experience in leading national or multi-country TB and/or HIV program reviews
- Demonstrated ability to: Think strategically and act independently; Lead multidisciplinary teams; Synthesize complex data into actionable insights; Communicate effectively with high-level stakeholders
