MINISTRY OF AGRICULTURE KNOWLEDGE MANAGEMENT AND COMMUNICATIONS STRATEGY – Ewade 3 views

The Eswatini Government has received financing from the International Fund for Agricultural Development (“the Fund” or “IFAD”) towards the cost of SAPEMP Project, and intends to apply part of the proceeds for the recruitment of consulting services, for which this REOI is issued. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with the SAPEMP Project.
The consulting services (“the services”) include Ministry of Agriculture Knowledge Management and Communications Strategy.

Requirements

  • Minimum 10 years of experience in knowledge management, communications, or learning roles, with demonstrated experience in developing and implementing institutional knowledge management and strategic communications strategies, preferably for government institutions, international development organizations or public sector agencies
  • Proven experience in designing and facilitating knowledge management systems, frameworks and governance arrangements that promote learning, knowledge capture, and knowledge sharing
  • Proven expertise and application of digital knowledge management systems and platforms, including document management systems, knowledge repositories, collaboration platforms, and other digital tools that support organizational learning and information sharing
  • Strong facilitation, stakeholder engagement, and consensus building skills, with demonstrated experience leading consultative workshops, interviews, focus group discussions, and validation processes involving senior government officials and stakeholder groups
  • Demonstrated experience in the development of knowledge management and communication products
  • Excellent analytical, report writing, and strategic planning skills, with a track record of producing high-quality communication strategies, implementation roadmaps, and policy or institutional guiding documents.
