Key Responsibilities

  • Develop, maintain, and monitor effective Council Procurement Policies, procedures, and systems daily in accordance with procurement frameworks.
  • Serve as the Secretary to the Entity Tender Board, ensuring record keeping of all documentation.
  • Negotiate contract terms, pricing, quality standards, and delivery windows with suppliers.
  • Review, analyse, and approve details of purchase orders, delivery information, and invoices entered into the database.
  • Compile accurate monthly, quarterly, and annual procurement and cost-analysis reports.
  • Develop and establish effective stock control systems, monitor stock levels, and coordinate incoming orders emanating from different departments.
  • Supervise, manage, and evaluate the performance of the procurement staff.
  • Executing realistic, commercial tenders on time, including the preparation of tender documents, advertisements, invitation shortlists, and technical analyses.
  • Provide expert, up-to-date procurement advice to Department Heads and Council regarding prevailing legislation, market environments, and best practices.
  • Participate in drawing up contracts and assist departmental managers in managing assigned contractual agreements to ensure compliance with service delivery criteria.
  • Coordinate the procurement budget preparation and estimates cycle, ensuring expenditures are kept within approved limits.
  • Assisting Council with the development of sustainable procurement initiatives.

Requirements

  • Bachelor’s Degree in Procurement, Logistics, Supply Chain Management, or Business Administration.
  • Chartered Institute of Procurement & Supply (CIPS) Level 4 certification (minimum requirement).
  • At least three (3) years of relevant experience in a procurement environment.
  • Comprehensive knowledge of the Public Procurement Act 2011, procurement regulations, and relevant legislation, especially ESPPRA guidelines.
  • Strong operational understanding of supplier, contract, and tender management systems.
  • Strong interpersonal skills, teamwork, and professional customer care skills.
  • Ability to build relationships and collaborate effectively with stakeholders at all levels.
  • High standards of integrity and confidentiality.
  • Strong management and project management ability.
  • Computer literate with proficiency in MS Word, Excel, PowerPoint, and purchasing software packages.
  • Solid analytical, report writing, cost analysis, and strategic negotiation skills.
