Key Responsibilities

  • Undertake detailed analysis of electricity tariff applications and charges applications submitted by licensed entities.
  • Review and assess revenue requirements, cost drivers, and pricing assumptions to ensure tariffs are cost‑reflective, efficient, and aligned with approved regulatory methodologies.
  • Maintain, and update tariff models, spreadsheets, and analytical tools used in tariff determinations and regulatory reviews.
  • Analyze licensees’ cost of supply studies for compliance with regulatory instruments.
  • Provide technical support for the implementation, monitoring, and periodic review of tariff‑related regulatory instruments
  • Support the Authority’s compliance monitoring and enforcement function by assessing licensee compliance with financial Key Performance Indicators.
  • Review the Licensee’s Regulatory Clearing Accounts and Licensee financial reporting.
  • Support consumer protection objectives by providing evidence‑based input on tariff affordability and price impacts.
  • Conduct tariff and pricing research, including benchmarking against regional and international best practices.
  • Support alignment with regional regulatory initiatives and tools, including Regional Energy Regulators Association (RERA) harmonization tools and Electricity Regulatory Index (ERI) requirements.
  • Contribute to the continuous improvement of ESERA’s regulatory tools
  • Support the electricity licensing function by conducting financial and economic assessments of license applications, amendments, and renewals.

Requirements

  • A Bachelor’s degree in Accounting, Finance, Economics, Actuarial Science, Business Science, or a related discipline relevant to tariff and financial analysis.
  • Full or part‑qualified professional designation or actively working towards completion of CA(SA), ACCA, CIMA, CFA, or an equivalent internationally recognized finance or accounting qualification.
  • Articles completed at a recognized audit or accounting firm would be added advantage.
  • A minimum of 5 years’ experience in an accounting and or financial environment with 3 years’ experience in regulation.
  • Demonstrated experience in financial modelling, cost analysis, and review of financial statements.
  • Experience in or exposure to regulated industries, utilities, or the energy sector will be a strong advantage.
  • Proven ability to apply sound judgement, professional objectivity, and analytical rigor in evaluating complex financial and pricing information.
  • Strong numerical, data analysis, and advanced Excel/modelling skills, with the ability to translate technical information into regulatory insights.
  • Demonstrates a positive professional attitude, with a strong willingness to continuously learn and adapt within a dynamic regulatory environment.
  • Possesses excellent written and verbal communication skills, with the ability to engage effectively with internal teams, licensees, and external stakeholders.
  • Ability to work independently and exercise sound judgement with minimal supervision while contributing effectively to team‑based regulatory outputs.
  • Proven ability to manage multiple workstreams and meet regulatory deadlines within tight and structured timeframes.
  • Demonstrated ability to work collaboratively as a team player, contributing effectively within a multidisciplinary regulatory environment while supporting shared objectives.
  • Possession of a valid driver’s license, with the ability to travel as required for stakeholder engagements, regulatory activities, and field‑related assignments.
