Key Responsibilities

  • To assist in the mapping of work flow processes and develop the most suitable ones for Ministries, Departments and Public Enterprises and in the preparation of draft reports under the direction of a Senor Management Analyst through development of data collection tools.
  • To design appropriate data collection tools for manuals to be used by Ministries, Departments and Public Enterprises i.e. Job descriptions, scheme of service etc.
  • To participate in brain storming sessions for development of concept notes.
  • To undertake research and analysis to inform mapping of workflow processes and development.
  • To participate in staff inspections in order to inform workflow processes and contribute to the development of research based policies.
  • To cooperate in undertaking organizational reviews to determine and formulate recommendations for the implementation of new systems, procedures and organizational changes.
  • To contribute in the development and implementation of ministries, department and public enterprise strategic plans.
  • To conduct follow-ups with clients on implemented changes and recommendations.
  • To prepare draft reports and present to the Senior Management Analyst.
  • To support the research and analysis of an organization’s procedures, operations and structures to identify problems areas and opportunities in order to develop solutions or alternative management methods.
  • To aid in the development of research tools and participate in data gathering activities such as interviews, observations and reviewing documentation to understand current processes and challenges.
  • To contribute towards the research, analysis, design and preparation of appropriate handbooks/manuals for Ministries, Departments and Public Enterprises.
  • To provide administrative support including scheduling meetings, taking notes and coordinate project materials.
  • To provide secretariat services to the joint negotiations forum.
  • To collate the cost of ministerial, department and public enterprise requests relating to human capital or personnel.
  • To take part in determining the size of the civil service and wage bill monitoring and control.
  • To justify public expenditure and formulate alternative means of maximizing the utilization of scarce resources.
  • To partake in the development and implementation of public sector reforms bench-marked with international standards, policies and conventions.
  • To carry out any other relevant duties assigned by supervisors.

Requirements

  • O’Level Certificate/IGCSE/GCSE Certificate or equivalent
  • A Bachelor’s Degree in Social Sciences majoring in Public Administration or Behavioral Sciences or Labour Relations or a Bachelor’s Degree in Human Resource Management from a recognized and accredited institution is a requirement.
  • Knowledge of Government Procedures, Regulations and Policies will be an added advantage.
  • Analytical skills and financial management competency will also be an added advantage.
  • Understanding and experience in management science will be an added advantage.
  • Computer literacy and strong administration acumen.
  • Upright Character and good work ethic.

Salary

The basic salary is on Grade D3: E 343, 930.00 rising to E 372, 282.00 per annum.
